Roosevelt Roads is not a city itself, but rather a former United States Navy base located in the municipality of Ceiba, Puerto Rico. The base was named after President Franklin D. Roosevelt and served as a naval station from the 1940s until its closure in 2004. After its closure, the area of Roosevelt Roads has undergone redevelopment efforts, including the establishment of an industrial park and tourism development.
